It has criticised the newspaper for running an article about the alleged behaviour of a seven-year-old boy in Scotland, who had been involved in anti-social behaviour. While the Commission accepted that the newspaper had had some grounds for the story, it was concerned that the most serious claims could not be substantiated. It also ruled that the newspaper's attempts to conceal the identity of the child had been insufficient, and that there was not appropriate justification for running his (albeit pixellated) picture.
